Washington DC: NASA has awarded USD eight million to nine science teams to study the untouched samples collected from the Moon by Apollo missions in the 1970s and carefully stored for nearly 50 years, the US space agency said. “By studying these precious lunar samples for the first time, a new generation of scientists will help advance our understanding of our lunar neighbour and prepare for the next era of exploration of the Moon and beyond,” said Thomas Zurbuchen, Associate Administrator for NASA’s Science Mission Directorate here. Six of the nine teams will look at one of the three remaining lunar samples, from Apollo missions 15, 16, and 17, which have never been exposed to Earth’s atmosphere, NASA said. The particular sample these teams will study came to Earth vacuum-sealed on the Moon by the Apollo 17 astronauts Harrison Schmitt and Gene Cernan in 1972. Also Read – US blacklists 28 Chinese entities over abuses in XinjiangThe Apollo 17 sample comprises about 800 grammes of material, still encased in a “drive tube” that was pounded into the lunar regolith to collect a core of material. That core preserves not just the rocks themselves but also the stratigraphy from below the surface so today’s scientists can, in a laboratory, study the rock layers exactly as they existed on the Moon. The core has been carefully stored at NASA’s Johnson Space Center in Houston since December 1972. Other teams will be studying samples that have also been specially curated, some from Apollo 17 that were brought to Earth and then kept frozen, and samples from the Apollo 15 mission which have been stored in helium since 1971. NASA has only collected samples from a few places on the Moon so far, but the US space agency knows from the remote sensing data that the Moon is a complex geologic body. From orbit, the agency has identified types of rocks and minerals that are not present in the Apollo sample collection.
Monitoring developments on the Iraq-Turkey border, the United Nations refugee agency today warned that the number of Iraqis displaced by conflict could rise beyond the already staggering 4.7 million who have fled either within the country or across borders.Ron Redmond, a spokesperson for the UN High Commissioner for Refugees (UNHCR), said the agency “is worried about ongoing instability that could lead to further displacement.”Staffers of the agency “are closely watching developments at the Iraq-Turkey border,” he said, pointing out that northern Iraq – the least insecure part of the country – is home to over 800,000 internally displaced Iraqis. “We fear that displacement inside central and southern Iraq will increase as safe havens outside Iraq and in the north become increasingly inaccessible,” Mr. Redmond told a press briefing in Geneva, pointing out that at least 11 of 18 governorates inside Iraq have some form of restrictions on internal movement.Meanwhile, Iraqi refugees continue to arrive in Syria in much smaller numbers than before now that new visa regulations are in place which can require applicants to travel to dangerous areas to process the paperwork. “One told of the insecurity they faced reaching the embassy in Baghdad’s Al Mansour district and said applicants had to wait a long time before being helped due to limited staff,” Mr. Redmond said.More than 2.3 million Iraqis are displaced inside the country, while more than 2.4 million Iraqis have fled to neighbouring countries, mainly to Syria and Jordan. In Syria, the agency is cleaning up its registration centre in Douma, 15 where a huge fire on Friday destroyed over $1 million of relief items. “We hope to resume registration there later this week,” the spokesman said.He also announced that over 6,700 refugee families in Syria will benefit from a financial assistance programme that UNHCR will launch later this year in cooperation with a private bank in the country. 23 October 2007Monitoring developments on the Iraq-Turkey border, the United Nations refugee agency today warned that the number of Iraqis displaced by conflict could rise beyond the already staggering 4.7 million who have fled either within the country or across borders.
by News Staff Posted Jun 7, 2012 5:06 pm MDT Lululemon Athletica Inc., which struggled to keep enough products on its shelves last year, said Thursday it now has notably more yoga wear than it can sell. The Vancouver-based company, best known for its yoga-inspired athletic fashions, said the value of its inventory increased by 67 per cent over the same time last year, while also disclosing a disappointing outlook for the rest of 2012.The combination appeared to alarm investors, which sent shares of the company down 8.8 per cent after the report, falling $6.31 to close at $65.75 on the Toronto Stock Exchange.“It really seems like people are more concerned with the forward outlook,” analyst Jamie Katz from Morningstar said.“The second-quarter seems to be more the problem than the back half of the year.”Lululemon is projecting that net revenue will come in the range of $273 million to $278 million for the quarter which runs to the end of July, below the $289.8 million projected by analysts, according to Thomson Reuters. For the year, the company’s outlook also fell short of what analysts were expecting.Lululemon predicted just over US$1.3 billion of revenue and earnings of between $1.55 and $1.60 per share — at least three cents per share below expectations.Chief executive Christine Day said the company’s fundamentals remain strong.“We are exactly where we want to be, balancing our long-term growth, innovation and execution,” chief executive Christine Day said on a conference call.A household name in Canada, Lululemon has been growing in popularity in the United States and Australia, where the company continues to open new stores. While other specialty clothing retailers have struggled in the tough economy, Lululemon has consistently boosted quarterly profits and revenues.Last year, the company began an initiative to boost its inventories to meet the growing demand of shoppers and appease those who were confident the company could grow faster. The challenge has been for Lululemon to reach a fine balance between having too much inventory on shelves and having too little. In the quarter ended April 29, the company’s total inventory was pegged at US$107.7 million at the end of the three-month period compared with $64.4 million a year earlier. The increase came as Lululemon reported improved first-quarter earnings of US$46.6 million or 32 cents per diluted share — two cents ahead of the average estimate. The results were up 40 per cent from $33.4 million or 23 cents per share a year ago.Lululemon’s revenue rose to US$285.7 million — a 53 per cent increase from US$186.8 million a year earlier.Lululemon (TSX:LLL) was the fastest growing brand in 2012, according to a marketing study released Wednesday by brand experts Interbrand. The brand value has increased 292 per cent to $3.24 billion, which moved it up to the seventh spot for 2012 from 17th spot in 2010.Lululemon opened its first store in 1998 in Vancouver and has expanded to 151 stores in the past decade. In a statement issued ahead of presenting his latest report to the Human Rights Council later this month, Victor Madrigal-Borloz urged States to collect more data in an effort to understand the root causes of violence which is often routinely directed towards Lesbian, Gay, Bisexual and Transgender (LGBT) people in societies across the world. Policymakers are taking decisions in the dark, left only with personal preconceptions and prejudices – UN Independent Expert Victor-Madrigal-Borloz“States must adequately address this scourge through public policy, access to justice, law reform or administrative actions,” said Mr. Madrigal-Borloz. “In most contexts, policymakers are taking decisions in the dark, left only with personal preconceptions and prejudices.” Clear information about the realities as lived by most LGBT people are at best, little understood, “incomplete and fragmented”, said the UN Independent Expert on Protection against violence and discrimination based on sexual orientation and gender identity, “but in most countries it is simply non-existent”. “My findings show that barriers created by criminalization, pathologization, demonization and stigmatization, hinder accurate estimates regarding the world population” which is affected, he said. “Maintaining such a level of ignorance without seeking appropriate evidence is tantamount to criminal negligence.” The expert said that data collection efforts are already underway in many parts of the world and have supported assessments of the situation of LGBT persons in various areas of life, including their relative safety, well-being, health, education and employment. “However, many other areas still lack data and remain unexplored, for example, the concerns of ageing LGBT people and intersections with disability, racism and xenophobia”, he noted, adding that where States criminalize certain forms of sexual orientation and gender identity and expression, fully effective data collection is impossible: “I have received multiple accounts of data being used for surveillance, harassment, entrapment, arrest and persecution by government officials in such contexts”, he added. The rapporteur called on States to “design and implement comprehensive data collection procedures to assess the type, prevalence, trends and patters of violence and discrimination against LGBT persons. When doing so, States should always respect the overriding ‘do no harm’ principle and follow a human rights-based approach to prevent the misuse of collected data,” concluded the expert.

International software firm 8over8 recently announced the launch of ProCon 2014, the latest release of its flagship contractual risk management solution. ProCon 2014 enables owner operators of large capital projects to establish a commercial firewall against value leakage from mismanagement of unforeseen change orders, missed contractual obligations and poor interface management of the portfolio of capital project contracts. In the mining industry there have been a number of high profile projects that have seen significant time and cost overruns so a number of mining groups are already using or are looking at using ProCon.“The delays and claims that blight large capital projects are costing billions of dollars at a time when the need for capital discipline has never been greater,” says Clare Colhoun, CEO, 8over8. “ProCon 2014 provides a powerful platform that identifies and manages contractual obligations, originates, manages and analyses all contractual correspondence and change and provides early warning of potential cost and schedule overruns and avoidable claims. This ultimately reduces the cost of capital in these projects and ensures predictable commercial outcomes for owner operators.”ProCon 2014 embeds discipline in the management of project contracts through standardisation of the language and terminology that underpin contractual communications, a comprehensive communication audit trail, and automated monitoring of obligations and risk. Actionable analytics and predictive insights give advance warning of potential overruns and change requests that require management attention.“Contracts underpinning complex projects have many interdependencies,” Colhoun continues. “During project execution, the key risks to the owner operator are related to contractual default, the management of change and mitigating against unforeseen claims. Success hinges on controlling the interface between the owner operator and the contractor, with clear rules of engagement defined, agreed, documented in advance and enforced. Using 8over8’s ProCon 2014, project owner operators can generate $100s of millions of savings by bringing rigorous commercial discipline to the deployment of capital.”ProCon 2014 is available globally and can be deployed on premises, or via a privately managed cloud delivered by both 8over8 and authorised partners. Trusted to manage capital project contract execution in multi-billion dollar projects globally, 8over8’s ProCon is already deployed in more than 60% of the most capital intensive energy projects worldwide, and mining represents a huge potential growth market.
Orlen Wisla PlockPolish HandballVive Targi Kielce Vive Targi Kielce has made the first step toward defending the title by beating Orlen Wisła Płock 37:26 in the final of the Polish Championships. Despite winning all matches against Wisła in this season, Kielce was not dead cert for winning this time. Last game, which was Polish Cup final, ended up with a 1-goal victory of Kielce but Płock gained more self-confidence and believed that they can beat their rival. The very beginning of the match seemed to prove the thesis that it would not be another easy win for Kielce. The first quarter was close-fought and it was that Płock tried to take the upper hand. However, it took a few Płock’s mistakes for Kielce to take the lead. 3 lost goals were too much for coach Cadenas who called a timeout already in 15. minute. The Oilers managed to reduce the gap (10:9 in 22. minute) but it was everything they were able to do and since this point the match resembled previous easy going games rather than the last exciting Polish Cup final. Polish champions started forging ahead and the result at the break was 16:11.Beginning of the second half belonged to Piotr Chrapkowski who scored twice and increased the gap to 7 goals. Kielce did very well in defence and Płock started lacking ideas to break through; defending champions were also backed by their goalkeeper Sławomir Szmal. On the other side of the court decently playing Marin Šego was replaced by Marcin Wichary. “Wichura” had several brilliant saves but it was not enough for his team to even get close to their rivals. Szmal’s saves resulted in fastbreaks, successfully used by Manuel Štrlek. When Kielce reached 12-goal advantage, Płock managed to score 4 goals in a row but it was too late to come from behind. In the end Kielce won 37:26.The second match is going to take place on Sunday (18. May), again in Kielce.TEXT: MARTYNA USNARSKA ← Previous Story EHF CUP F4: Montpellier to face Pick Szeged for the trophy! Appeal for volunteers to help make hospitals happier places for sick children If you’re cheerful, reliable and have just two or three hours to spare a week, this might be for you. Image: Shutterstock/VGstockstudio Sunday 16 Apr 2017, 9:30 AM AN ORGANISATION THAT aims to bring a smile to the faces of children in hospital is seeking volunteers who can spare just two or three hours a week.Children in Hospital Ireland (CHI) recruits, trains and vets volunteers to play with sick children to try to make hospitals a happier place.“Hospitalisation can be a very stressful experience for both children and parents. Play helps to alleviate some of that trauma. Simple play activities introduce a reassuring normality to a strange hospital environment. It is a natural part of a child’s life and aids recovery. It also helps the child to build relationships and make new friends, and above all brings fun into the child’s life,” CHI said in its appeal this week. They want to hear from people who are cheerful, reliable and over 18 years of age who can spare two to three hours a week. Volunteers are needed in four of their Dublin hospitals:Our Lady’s Children’s Hospital, CrumlinTallaght HospitalTemple Street Children’s University HospitalNational Rehabilitation Hospital, Dun LaoghaireTheir introduction and interview evening will take place on Thursday 27th April at 6pm-8pm. Facebook Twitter: @NeosKosmos Instagram Greece, as a member state of the European Union, is subject to certain obligations. One important obligation engages in Europe’s effort to reduce energy consumption, 40 per cent of which alone applies to buildings. Working towards that direction, the EU introduced a directive in 2002, requiring all countries to develop advanced energy policies. This brings us to this month’s topic, the second key area outlined in my introduction: Energy Performance Certificates, or EPCs (Energeiako Pistopoiitiko). Under the guidelines of the EU, in 2008 the Greek government implemented new energy efficiency laws regarding all buildings. This new legislation includes guidelines and requirements for new and radically renovated buildings, including a plan of certification for all built property. As a result, the Energy Performance Certificate was first introduced and enforced on July 9, 2011 upon rental agreements, and a few months later, on January 9, 2012 the law was extended to apply to all property sold, as well as for all property conveyances in general. The requirement of issuing an EPC generally applies to all residential and commercial buildings exceeding 50 square metres in surface, with certain exemptions. All built property less than that is excluded, as are storage and agricultural-use buildings, minor or major industries, gas service stations, garages and landmark buildings. A routine energy inspection is conducted only by a certified energy inspector/engineer, who visits the property for a general overview of wall insulation, exterior shading, the size and type of windows as well as the heating, hot water and cooling system. This information combined with the total heated surface determine the amount of energy a building consumes, which is then rated on a 9 grade scale from A+ to H, A+ being the highest and most efficient. Recommendations with cost-effective improvements for the lower rated buildings are noted on the issued certificate; owners do not necessarily have to act upon them. Technical data and information of the inspected property, including building permits issued after March 14, 1983 and national land registry ownership codes (next month’s topic) are entered in an electronic database from which certificates are officially issued. Each certificate is identified by a unique authentication code and is valid for ten years of issue-date. The cost varies and depends on the building’s surface area and type. In cases when illegal/non-declared built space is inspected, legalisation documents are required. This is why it is important for owners with property violations to take advantage of the grace period for compliance which expires in February 2016, as mentioned in my previous article on Illegal Structures. However, owners can actually benefit up to 50 per cent of the total penalty fine if that amount is invested in upgrading the property’s energy efficiency. In light of the financial crisis, the Greek government has also initiated the Energy Efficiency at Household Buildings Program, offering financial incentives for homeowners depending on economic status and the property’s location. Interventions include replacing outdated windows/doors, upgrading heating and hot water supply systems, installing shading systems and heat insulation on exterior walls, terraces and roofs. In the introductory article, I mentioned a ‘fast tracking’ of many new property laws, one of which involves rental agreements, which as of this year are submitted on-line. Submitting an Energy Performance Certificate for the rented property, however, has become an option even though relevant legislation has not changed. Most owners as expected are taking advantage of this option and prefer not to comply with the requirement just to avoid the additional cost of issuing an EPC. Acknowledging this confusion, the government is currently looking into making adjustments so that filing EPCs, when required under law, is mandatory. While Energy Performance Certificates ratings may not have a significant effect on a building’s market value, a high-level rating will definitely make it more attractive. Additionally, the general awareness for eco-friendly buildings has created a demand for new technology and updated materials that can reduce energy consumption significantly and efficiently. Green living has become more than a trend. In the next article in this series, we will discuss the Hellenic Cadastre – National Land Registry (Ktimatologio).

the Violence Against Women Act in the US recognises cyberstalking as a form of violence against women Social media guidelines on online sexual harassment Facebook lists Community Standards to report and deal with concerns such as bullying and harassment While the Community Standards state that Facebook does remove objectionable content a criticism of the social media guidelines is that Facebook adopts a subjective approach while moderating objectionable content reported on its website and this adversely affects the efficacy of the guidelines The internal policies for Facebook moderators are said to be inconsistent and vague Further there have been incidents when Facebook has temporarily banned a victim of online sexual harassment rather than punishing the perpetrators In November 2015 when a journalist VP Rajeena put up a Facebook post about her experience of sexual harassment at a madrasa this led to hundreds of abusive comments being posted on her Facebook wall The most worrying aspect of this incident was that Rajeena’s account was also temporarily shut down by Facebook It is conceivable that Rajeena’s detractors (those who had abused her on Facebook) reported her account on Facebook and instead of investigating the incident Facebook clamped down on the journalist’s account This further raises concerns of wrongful restraint of freedom of speech and expression There has been a rising trend among Indian judges to hold perpetrators of social media offences strictly to account While criminal legislations in India do not explicitly refer to cyberstalking and cyberbullying thepresent laws appear to be well-equipped to cover online sexual harassment as argued by advocate Apar Gupta A more effective approach to tackling sexual harassment through social media could be for the government to draft laws holding internet intermediaries liable in cases where they fail to act effectively to check fake profiles (created with the intention to sexually harass the person impersonated) and online sexual harassment This would be in line with the approach of the courts towards holding websites indirectly liable for criminal offences such as in rape cases This is important because online sexual harassment should be taken just as seriously as sexual harassment in a non-virtual environment The author is an LLM candidate at University of Cambridge Well this is weird Police found an abandoned wooden coffin filled with 43 weapons ranging from ball-and-chains to nunchucks by the side of the road in Florida late last week Weapon arsenals can be so hard to keep track of these days Here are the 43 bizarre weapons that a sad Floridian is currently missing according to a local Fox affiliate: Non-weapons included: Just go to the Volusia County Sheriff’s Office to claim your goods Write to Laura Stampler at laurastampler@timecom Journalist Barkha Dutt?
