The Information Access and Privacy annual report released today, Sept. 28, shows government is becoming more transparent and making it easier for Nova Scotians to access information. Nova Scotia is the first province to offer full FOIPOP (Freedom of Information and Protection of Privacy) services online. Citizens can apply for government records and receive their responses though the Internal Services website. More than 870 applications have been submitted online since January 2017. “We’ve made great strides opening up access to government information in the last year with the new FOIPOP portal, online disclosures and expanding open-data offerings for everyone,” said Internal Services Minister Patricia Arab. “We will continue to strengthen our access and privacy practices to improve transparency and accountability.” Nova Scotia is also the third province to start posting some completed FOIPOP requests online for the public to see. The disclosure log website makes government decisions more transparent by improving public access to information held by government. The report shows the provincial government is providing timely and consistent responses to FOIPOP requests. More than 2,200 applications were received last year and 81 per cent were completed within 30 days. Government also collected processing costs for just four per cent of applications in 2016-17. Washington DC: NASA has awarded USD eight million to nine science teams to study the untouched samples collected from the Moon by Apollo missions in the 1970s and carefully stored for nearly 50 years, the US space agency said. “By studying these precious lunar samples for the first time, a new generation of scientists will help advance our understanding of our lunar neighbour and prepare for the next era of exploration of the Moon and beyond,” said Thomas Zurbuchen, Associate Administrator for NASA’s Science Mission Directorate here. Six of the nine teams will look at one of the three remaining lunar samples, from Apollo missions 15, 16, and 17, which have never been exposed to Earth’s atmosphere, NASA said. The particular sample these teams will study came to Earth vacuum-sealed on the Moon by the Apollo 17 astronauts Harrison Schmitt and Gene Cernan in 1972. Also Read – US blacklists 28 Chinese entities over abuses in XinjiangThe Apollo 17 sample comprises about 800 grammes of material, still encased in a “drive tube” that was pounded into the lunar regolith to collect a core of material. That core preserves not just the rocks themselves but also the stratigraphy from below the surface so today’s scientists can, in a laboratory, study the rock layers exactly as they existed on the Moon. The core has been carefully stored at NASA’s Johnson Space Center in Houston since December 1972. Other teams will be studying samples that have also been specially curated, some from Apollo 17 that were brought to Earth and then kept frozen, and samples from the Apollo 15 mission which have been stored in helium since 1971. NASA has only collected samples from a few places on the Moon so far, but the US space agency knows from the remote sensing data that the Moon is a complex geologic body. From orbit, the agency has identified types of rocks and minerals that are not present in the Apollo sample collection.
Monitoring developments on the Iraq-Turkey border, the United Nations refugee agency today warned that the number of Iraqis displaced by conflict could rise beyond the already staggering 4.7 million who have fled either within the country or across borders.Ron Redmond, a spokesperson for the UN High Commissioner for Refugees (UNHCR), said the agency “is worried about ongoing instability that could lead to further displacement.”Staffers of the agency “are closely watching developments at the Iraq-Turkey border,” he said, pointing out that northern Iraq – the least insecure part of the country – is home to over 800,000 internally displaced Iraqis. “We fear that displacement inside central and southern Iraq will increase as safe havens outside Iraq and in the north become increasingly inaccessible,” Mr. Redmond told a press briefing in Geneva, pointing out that at least 11 of 18 governorates inside Iraq have some form of restrictions on internal movement.Meanwhile, Iraqi refugees continue to arrive in Syria in much smaller numbers than before now that new visa regulations are in place which can require applicants to travel to dangerous areas to process the paperwork. “One told of the insecurity they faced reaching the embassy in Baghdad’s Al Mansour district and said applicants had to wait a long time before being helped due to limited staff,” Mr. Redmond said.More than 2.3 million Iraqis are displaced inside the country, while more than 2.4 million Iraqis have fled to neighbouring countries, mainly to Syria and Jordan. Policymakers are taking decisions in the dark, left only with personal preconceptions and prejudices – UN Independent Expert Victor-Madrigal-Borloz“States must adequately address this scourge through public policy, access to justice, law reform or administrative actions,” said Mr. Madrigal-Borloz. “In most contexts, policymakers are taking decisions in the dark, left only with personal preconceptions and prejudices.” Clear information about the realities as lived by most LGBT people are at best, little understood, “incomplete and fragmented”, said the UN Independent Expert on Protection against violence and discrimination based on sexual orientation and gender identity, “but in most countries it is simply non-existent”. “My findings show that barriers created by criminalization, pathologization, demonization and stigmatization, hinder accurate estimates regarding the world population” which is affected, he said. “Maintaining such a level of ignorance without seeking appropriate evidence is tantamount to criminal negligence.” The expert said that data collection efforts are already underway in many parts of the world and have supported assessments of the situation of LGBT persons in various areas of life, including their relative safety, well-being, health, education and employment. “However, many other areas still lack data and remain unexplored, for example, the concerns of ageing LGBT people and intersections with disability, racism and xenophobia”, he noted, adding that where States criminalize certain forms of sexual orientation and gender identity and expression, fully effective data collection is impossible: “I have received multiple accounts of data being used for surveillance, harassment, entrapment, arrest and persecution by government officials in such contexts”, he added. The rapporteur called on States to “design and implement comprehensive data collection procedures to assess the type, prevalence, trends and patters of violence and discrimination against LGBT persons. When doing so, States should always respect the overriding ‘do no harm’ principle and follow a human rights-based approach to prevent the misuse of collected data,” concluded the expert.

One important obligation engages in Europe’s effort to reduce energy consumption, 40 per cent of which alone applies to buildings. Working towards that direction, the EU introduced a directive in 2002, requiring all countries to develop advanced energy policies. This brings us to this month’s topic, the second key area outlined in my introduction: Energy Performance Certificates, or EPCs (Energeiako Pistopoiitiko). Under the guidelines of the EU, in 2008 the Greek government implemented new energy efficiency laws regarding all buildings. This new legislation includes guidelines and requirements for new and radically renovated buildings, including a plan of certification for all built property. As a result, the Energy Performance Certificate was first introduced and enforced on July 9, 2011 upon rental agreements, and a few months later, on January 9, 2012 the law was extended to apply to all property sold, as well as for all property conveyances in general. The requirement of issuing an EPC generally applies to all residential and commercial buildings exceeding 50 square metres in surface, with certain exemptions. All built property less than that is excluded, as are storage and agricultural-use buildings, minor or major industries, gas service stations, garages and landmark buildings. A routine energy inspection is conducted only by a certified energy inspector/engineer, who visits the property for a general overview of wall insulation, exterior shading, the size and type of windows as well as the heating, hot water and cooling system. This information combined with the total heated surface determine the amount of energy a building consumes, which is then rated on a 9 grade scale from A+ to H, A+ being the highest and most efficient. Recommendations with cost-effective improvements for the lower rated buildings are noted on the issued certificate; owners do not necessarily have to act upon them. Technical data and information of the inspected property, including building permits issued after March 14, 1983 and national land registry ownership codes (next month’s topic) are entered in an electronic database from which certificates are officially issued. Each certificate is identified by a unique authentication code and is valid for ten years of issue-date. The cost varies and depends on the building’s surface area and type. In cases when illegal/non-declared built space is inspected, legalisation documents are required. This is why it is important for owners with property violations to take advantage of the grace period for compliance which expires in February 2016, as mentioned in my previous article on Illegal Structures. However, owners can actually benefit up to 50 per cent of the total penalty fine if that amount is invested in upgrading the property’s energy efficiency. In light of the financial crisis, the Greek government has also initiated the Energy Efficiency at Household Buildings Program, offering financial incentives for homeowners depending on economic status and the property’s location. Interventions include replacing outdated windows/doors, upgrading heating and hot water supply systems, installing shading systems and heat insulation on exterior walls, terraces and roofs. In the introductory article, I mentioned a ‘fast tracking’ of many new property laws, one of which involves rental agreements, which as of this year are submitted on-line. Submitting an Energy Performance Certificate for the rented property, however, has become an option even though relevant legislation has not changed. Most owners as expected are taking advantage of this option and prefer not to comply with the requirement just to avoid the additional cost of issuing an EPC. Acknowledging this confusion, the government is currently looking into making adjustments so that filing EPCs, when required under law, is mandatory. While Energy Performance Certificates ratings may not have a significant effect on a building’s market value, a high-level rating will definitely make it more attractive. Additionally, the general awareness for eco-friendly buildings has created a demand for new technology and updated materials that can reduce energy consumption significantly and efficiently.
